Basic relativistic effect are compensated using in the satellites a frequency of 10.22999999545MHz in a way that an observer situated at the sea level could see a frequency of 10.23MHz, but due to the eccentricity = 0.02 of GPS satellites orbits (... to better cover north america) we could have an error of 70ns equivalent to about 21meters.
